President Trump attended a rally to support Matt Rosendale, a candidate for the Montana Senate. Later in the speech, Trump declared that the U.S. had already started building the wall along the border with Mexico, which wasn't true. In actuality, he had asked Congress for $25 billion to build it, but only received $1.6 billion with conditions attached that none of the concrete prototypes he previously viewed would not be used. In other words, only fencing could be used, essentially replacing the existing fence at that time.
