Donald Trump brought up the death of his Chief of Staff John Kelly's son in an attempt to deflect blame for not reaching out to Gold Star families of soldiers who were killed under his watch. Trump relayed that President Obama did not personally call Kelly and should therefor not be criticized for not calling the family members of soldiers killed in action under his watch. What Trump did not relay is that Kelly's son was killed during a time of high US causalities in Afghanistan and that it would have been quite difficult for President Obama to personally call every single family of a fallen soldier, which is something Mr. Kelly himself said he fully understands.

As far as other presidents, I don't know, you could ask Gen. Kelly, did he get a call from Obama? I don't know what Obama's policy was.
